As Greece continues to grow as a charter destination for luxury yachting, recent legislative changes are reshaping how commercial charters operate in the region.
With its clear waters, iconic coastline, and rich maritime culture, Greece remains one of the most attractive destinations in the Mediterranean. Thanks to the latest reforms, charter operations are now more structured and accessible than ever before, says Maria Ntouka-Montesantou, Managing Director of SOS Yachting Greece. Here we list the key requirements when chartering in Greece.

Charter licensing in Greece: two main options
According to Greek Law 4926/2022, only vessels holding a valid charter license are authorised to operate commercially in Greek waters. There are two primary license types available:
3-Year Greek Charter License: Designed for EU-flagged yachts and eligible non-EU vessels over 35 meters made of steel, plastic, or aluminium. This license requires setting up a Greek branch or company, securing a PEXEPA Certificate, and submitting all required documents through the Ministry of Shipping.
28-Day Specified Period License: Launched alongside the e-Charter Permission platform, this license is ideal for occasional charters. It allows for operations up to 28 days per calendar year and requires a Greek VAT number, advance tax payments, and full compliance with document submissions.

Since April 2021, Greece has reduced the VAT rate on crewed charters. Under Law 5073/2023, the standard rate is now permanently set at 13%, with the possibility of reducing it to 5.2% for yachts with unlimited navigation.
In addition, TEPADAH and TEPADAH Plus cruising taxes apply to vessels operating under the 28-day license, whereas TEPADAH Plus is applied to all commercial yachts cruising in Greek waters and are over 7m even those not eligible to obtain the Specified Period Charter License. These fees are calculated based on gross tonnage (GT), length overall (LOA), and the duration of the charter within Greek territory.

Guidelines on UBO Use and Private Periods
Greece also enforces clear guidelines around Ultimate Beneficial Owner (UBO) use of commercial vessels. Owners may use their yachts privately but must declare such periods. During these times, commercial benefits such as tax exemptions on fuel are suspended.
